Michigan District JBQ 2006-07
Rules of Competition
All JBQ tournaments follow the Junior Bible Quiz National Guidelines dated 2002 or later. League meets will follow the same rules unless otherwise stated before the first league meet. Important National Guidelines Changes!
Over the summer of 2006, the JBQ National Advisory Committee voted to implement the following rule changes regarding Appeals and Judges' Rulings for the 2006-2007 season. Effective immediately, these changes will be observed at all District and Sectional events within the Michigan District.
XIII. Coach’s Appeal and Judges’ Ruling/Vote
A. Appeals and Judges’ Ruling/Vote
1. Each team is allowed only one coach’s appeal per match with the following stipulations:
1. An appeal may only be used when changing rulings of “incorrect” to “correct.”
2. An appeal is limited to citing a guideline for consideration by officials; no additional
comments will be allowed.
3. All procedures for appeals will be followed. (XIII. B. Page 18)
2. Each team is allowed two “judges’ rulings/vote” with the following stipulations:
1. A coach will be allowed to call for a “judges’ ruling/vote” immediately after the Quiz
Master’s independent ruling and before the next question called, a time out is granted,
or the match closed.
2. A coach may only request a “judges’ ruling/vote” - no other comments will be allowed.
If a coach does comment, the request for the ruling is lost.
3. Should the Quiz Master begin with the introduction of the next question, the “judges’
Ruling” will not be allowed.
4. The judges will vote by coin without conferring. After the vote the quizmaster will
announce the decision.Official Michigan District JBQ guidelines for the new rule concerning Appeals and Judge's Rulings.1. When appealing, a coach may read the rule that he/she wants the officials to consider. He may
not add any comments before or after he reads the rule. If a coach tries to add comments either
before or after he reads the rule, the Quizmaster will stop the coach immediately. If he continues to
make comments after the Quizmaster has told him to stop, the appeal is voided and will not be considered,
but is counted as used.2. If a coach calls for a Judge's Ruling, he may not add comments. If he does, the ruling will not be
considered, and the judges may not call for a ruling on that question.3. A coach may use a Judge's Ruling on an answer that has been ruled by the Quizmaster as "correct".4. If a coach attempts to add comments more than once in a match, the Site Coordinator wil be called
to that room and warn the offending coach. If a coach continues to make comments during other matches
at that meet (or at any other meet during the year), it will be considered a violation of the unChristlike Rule.
Officials
Each church is required to provide two officials per team. Officials must take the official's test. Training for officials may be provided at different locations around the district. Check with your site coordinator for date and time.
State Finals, Advancement and Tie-Breaking
There is no qualifying for the Michigan District State Finals Tournament. All churches are welcome and there is no limit on the number of teams per church.
The State Finals Tournament will determine which four teams advance to represent Michigan at higher levels of competition, as follows: The team taking first place at State Finals will automatically advance to both the regional and national tournaments. The teams in second, third and fourth places will advance to the regional tournament.
Teams' overall win/loss record for the second day of State Finals will determine all places. Any ties that exist will be broken as follows:
1. Total team points for the second day of the Tournament.
2. Head-to-head record between the tied teams on the second day of the Tournament.
3. Additional matches (only used to determine advancement).
UnChristlike Behavior
If an adult displays behavior that is unbecoming to a Christian, their team will be assessed a thirty (30) point foul. The Quizmaster must initiate this foul. If it happens after a match is closed, the coordinator will assess it to the preceding match. It will be included in the final score of that match and could result in reversing the outcome. If the same individual had a second incident during a quiz season, that individual will not be allowed to attend JBQ matches in the Michigan District until the individual, his pastor, and an official from Michigan District meet. At this meeting it will be determined if this individual will be allowed to attend JBQ events in the future.
Electronic Devices
To be as fair to all quizzers as possible, all pagers must be set to "silent, "vibrate" or turned off and all cell phones must be TURNED OFF. If you have a life-and-death situation that prevents you from doing this, you are requested to NOT be in the quiz room during a match. Breaking this rule at events other than District Finals will result in a warning to the offending party, who must then turn off the cell phone or leave the match. Any second occurrence in the same match will result in a 30-point foul to the team associated with the offender. At District Finals, any breach of this rule will result in a 30-point foul to the team associated with the offender.
